The new rules
On 6 June 2026, the Citizenship Act changed. The requirements for becoming a Swedish citizen became stricter. This applies to all applications assessed under the new rules after that date, including applications sent in earlier.
The requirements include time lived in Sweden, supporting yourself, an honest and orderly life, and knowledge of Swedish and of Swedish society. The main rule for time in Sweden is at least eight years in a row.

Who the requirement applies to
The knowledge requirement applies to you if you are between 16 and 66 years old.
Stateless people who were born in Sweden and are under 21 are exempt. So are Nordic citizens who have submitted a notification of Swedish citizenship.
Migrationsverket decides who may take the test. Only people who have received a letter from Migrationsverket can register.

Two ways to show your knowledge
You can show your knowledge with grades. For Swedish, you need a pass grade in Swedish or Swedish as a second language from grade 9, or the same level from high school, folk high school or sfi. For civics, you need a pass grade from grade 9 or the same level.
If you do not have the grades, you take the Swedish citizenship test (medborgarskapsprovet). The civics test has been offered since August 2026. The Swedish test will come at the earliest in autumn 2027. Until then, Tisus or another approved language test can be used for Swedish.
When it becomes possible to take the test, Migrationsverket sends you an offer. So you do not sign up by yourself.

Common questions
- Must everyone who applies for citizenship take the test?
- No. The requirement applies to people between 16 and 66 years old, and grades can replace the test. Migrationsverket decides for each application.
- Can I register before I get the letter?
- No. UHR says that only people who have received a letter from Migrationsverket can register.
- Do I also need to take a test in Swedish?
- Not yet. The Swedish test will come at the earliest in autumn 2027. Until then, Tisus or another approved test can show your language skills.
